UK and France Will Dispatch Troops to the Country should a Peace Deal is Agreed

The UK and France have signed a declaration of intent concerning the positioning of armed personnel in the nation if a peace deal be struck with Moscow, the Prime Minister of Britain, Keir Starmer, has declared.

Following discussions with Ukraine's allies in Paris, he noted that the UK and France would "establish military hubs throughout Ukraine and erect protected installations for military hardware and defense matériel" to prevent any potential incursion.

The partner countries also put forward that the America would play the primary role in monitoring a ceasefire.

The Kremlin has repeatedly stated that any foreign troops in Ukraine would be considered a "acceptable aim", but has so far not responded on this new development.

The Situation and Continuing Hostilities

Russian President Vladimir Putin initiated a comprehensive attack of Ukraine in early 2022, and Russia currently holds roughly 20% of the country's land.

"This constitutes a crucial element of our pledge to support Ukraine for the long-term," remarked the UK Prime Minister.

Heads of state and top officials from the "Allied Coalition" took part in the Paris negotiations.

He stated at a joint press conference, he noted: "It paves the way for the legal framework under which British, French, and partner forces could function on Ukrainian soil, securing Ukraine's airspace and waters, and restoring Ukraine's armed forces for the years ahead."

The British leader went on to say that Britain would be involved in any American-headed monitoring of a possible cessation of hostilities.

Defense Assurances and Negotiation Stances

Lead American diplomat Steve Witkoff remarked that "lasting safety pledges and substantial prosperity commitments are essential to a lasting peace" in Ukraine – referring to a key requirement made by the Ukrainian government.

Witkoff noted the partner nations had "substantially agreed on" their work on establishing such guarantees "in order that the Ukrainian people know that when this conflict ends, it ends for good."

Jared Kushner, ex-President Donald Trump's advisor, also took part in the negotiations.

At the same time, President Macron Emmanuel Macron declared that Ukraine's supporters had made "considerable advances" at the meeting.

He said that "strong" security guarantees for Kyiv had been settled upon in the case of a prospective ceasefire.

Ukraine's leader Volodymyr Zelensky stated that a "significant step forward" had been made in the talks, but added that he would only view efforts to be "adequate" if they culminated in the cessation of the war.

Recently, the Ukrainian leader suggested a settlement was "90% ready". Agreeing on the outstanding 10% would "decide the outcome of peace, the fate of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and defense assurances have been at the center of ongoing disputes for negotiators.
  • Putin has often said that Ukraine's forces must retreat from all of Ukraine's eastern Donbas region or Russia will seize it, refusing any compromise over how to end the war.
  • The Ukrainian President has thus far excluded surrendering any land, but has proposed that Ukraine could withdraw its troops to an designated point – but only if Russia does the same.

Russian forces presently controls approximately 75% of the Donetsk oblast and some 99% of the neighbouring Luhansk. The areas form the industrial region of the Donbas.

The earlier US-led comprehensive proposal that was circulated to the media last year was seen by Ukraine and its European allies as being strongly biased in Russia's favor.

This led to weeks of intensive negotiations – with the involved parties trying to adjust the draft.

The previous month, Ukraine submitted the US an new framework – as well as distinct documents detailing prospective defense assurances and provisions for Ukraine's rebuilding, he said.
